Olympic League Championship Meet
Syllabus 2010

We look forward to providing all of our athletes with a properly administered and staged championship meet. In an effort to assist in this goal, please take careful note of the following important information:

1. Safety is our primary concern.
 Please have athletes follow directions of meet personnel at all times.
 Direct athletes to avoid the infield/throwing areas.

2. Dates, Times, and Site:
 Championship Meet: Thursday, May 6th (3:00 pm) and Saturday, May 8th (11:00 am) @ North Kitsap High School
o See attached schedule for specific times
o Seeding/Coaches/Officials Meeting: Sunday, May 2nd 3:00 pm, Location to be determined
 Scratch Meeting: Thursday, May 6th, 2:00 pm, North Kitsap High School gymnasium. At the close of this meeting, scratch one scratch all rule will be implemented.

Admission Prices:
Adults & Students w/o ASB $7.00

6. Meet Information (all Federation Rules will apply at this meet)

a. Implements: ALL implements should be weighed and measured the first day of the competition. All implements should be impounded and made available 1 hour before the event begins. Implements should be taken to the event by the field event referee. Throwing event judges must know what the official identification is for the marking of the qualifying implements.

Note: Pole vault pole & competitor weight certification requirements must be met. Submit pole vault forms to event official prior to competition.

b. Infield Restrictions: Due to all field events being held in the infield, the infield is restricted for coaches. The coaches’ boxes for pole vault and high jump are outside the track in the bleachers.

c. Field Events: National Federation Rules will be used (3 attempts during pre-lims, and 3 attempts during finals for all applicable events).

d. Staggers: The 4x200 & 4x400 will run a three (3) turn stagger.

e. Individual event and relay scoring: 10-8-6-5-4-3-2-1

f. Qualifying: Eight (8) will be taken to the finals in field events .

g. Reporting to the Clerk: Athletes in all running events must report to the clerk (who will be located in the white tent at the east end of the stadium), and field event athletes to the event site, at or before 2nd call (10 minutes before the start of the event). Athletes who have not reported by the 3rd call will be scratched from the event and meet. Coaches may not check in their athletes or be in the infield for ANY reason barring emergency. The responsibility for pre-competition lies solely with the athlete.

h. Opening Heights: will be determined at the seeding meeting:
Boys and girls PV: 6” below lowest qualifier
Boys and girls HJ: 2” below lowest qualifier

i. Excused Time: 10 minutes will be the allotted time which is more than sufficient for all of the field events which are on the infield of the track at North Mason. The only exception will be if an athlete needs to check out of a field event to run the 3200m. This athlete will be granted 15 minutes excused from the field event without the threat of any time penalty.

Athletes may maximize their time away from an event (add to their excused time) by taking consecutive attempts in the throws and horizontal jumps. An athlete may also change flights with permission of the referee if he/she determines they are in a real time bind. In the vertical jumps an athlete may move up or down the order or pass a height to avoid a Time Foul.

j. Uniform and Jewelry Regulations will be enforced. Coaches are requested to review these with their teams (especially throwers & relays) prior to the meet. In leiu of a Games Committee decision, athletes may wear head bands with one small (max 2 ¼” x 2 ¼”) logo. Only nonabrasive, unadorned cloth elastic, fiber, soft leather or rubber/cloth elastic bands may be used to control an athlete’s hair. Athletes also do NOT need to have their singlets tucked into their shorts which must be worn as designed and NOT rolled. Sunglasses may be worn. Socks are not considered part of the uniform. We want your “preemptive officiating”, not our punitive officiating.

k. Electronic Devices: Make sure all athletes & coaches are aware of the rules governing the use of electronic devices (cell phones, i-pods, etc.) on the track, infield, and event sites. (NFHS Rule 4, Section 5, Article 8) All electronic devices, except those used by officials, must be stowed when an athlete is in the infield. Use of any electronic device on the infield will result in immediate disqualification.

l. Timing: An automated (FAT) timing system will be used.

m. Use of an Atomizer: A written note from a licensed physician MUST be presented to the meet director prior to the start of the meet if an athlete needs to use any type of atomizer or breathing aid.

n. Awards: Team awards will be given to the girls and boys league champions and division champions. Individual awards will be presented for 1st – 3rd places, with medals awarded to 1st place finishers: Places and times will be announced as soon as results are available. Athletes are to immediately report to the awards stand when called for presentation of awards. The winning boys and girls teams will be presented with plaques.

o. Warm-Up Area: Athletes warming up on the track are not to congregate in the areas of the jumping events. Warm-up is permitted on the track prior to the start of the running events. A separate warm-up area is located beyond the parking lot or on the old field where a track exists. There are to be no non-participants on the infield.

p. Protests: A clearly marked Protest Table will be located outside the track, near the finish line. Here is where coaches may lodge a protest which will then be taken to the appropriate referee. Once the referee makes a decision, he/she will go to the table and meet with the protesting coach who may then appeal to the Jury of Appeals. The Jury of Appeals will consist of three head coaches not directly involved with the protest, as selected by the meet director. Protests must be in writing, include the page & rule numbers (from the NFHS Rules Book) of the rule whose interpretation is in question, and be submitted within 30 minutes of the announcement of the official event results. Protests based on judgment calls will not be accepted.

Note: It is the responsibility of the assigned school to provide a competent adult official to serve as the paid official, and to provide any other ancillary workers needed to properly stage the event. Students may be used for these roles, but not in any officiating capacity.
